
Senior Government Relations Manager
As a former state senator and party minority whip, Clark works tirelessly inside Capitol halls and beyond them to shepherd his clients’ projects to completion. He helps rally legislative support, works with state agencies and steers projects through the regulatory labyrinth to get work permitted and operations underway. When Clark isn’t advancing a project, he’s adding to his vast contacts, ensuring his clients are always well-connected.
Calling upon his government experience both inside government and outside it as an entrepreneur in the public sector, Clark blends a widening base of knowledge and expertise with his skill in relationship-building to keep clients constantly ahead of the game and plugged into an ever-broadening network. His passion for continually growing his business and his legislative and policy acumen make him a fount of knowledge for his clients and colleagues.
An Army veteran, Clark was the longtime CEO of Barnes & Associates, a hearing healthcare practice, and continues to helm residential construction and property management companies. Following a stint with the West Virginia Department of Highways and his subsequent military service, Clark obtained degrees from Davis and Elkins College and West Virginia University. He worked as a project manager for coal, oil and gas permitting with a Virginia company. He also served as state Senate clerk and administrator.
